Muscat – His Majesty Sultan Haitham bin Tarik issued two Royal Decrees on Thursday.
Royal Decree No 1/2026 approves the 11th Five-Year Plan (2026-2030), after the same was presented before the Council of Oman.
Article 1 endorses the 11th Five-Year Plan (2026-2030), the goals of which are indicated in Annex 1, attached to this decree.
Article 2 stipulates that the 11th Five-Year Plan will be implemented in accordance with its economic and financial structure stated in Annex 2, attached to this decree.
Article 3 instructs all units of the state’s administrative apparatus and other public legal entities to execute the 11th Five-Year Plan without prejudice to the provisions of enforced laws and bylaws.
Article 4 states that the Ministry of Economy will release the Strategic Programmes Compendium for the 11th Five-Year Plan during the first quarter of 2026. The specific projects under the plan will be determined at the start of each year through coordination between the Ministry of Economy and all pertinent authorities.
Article 5 stipulates that the Ministry of Economy will undertake the monitoring of implementation of the strategic programmes of the 11th Five-Year Plan and conduct periodic evaluations thereof in light of local, regional and global developments.
Article 6 states that this decree will be published in the Official Gazette and enforced from the first day of January 2026.
Royal Decree No 2/2026 ratifies the state’s General Budget for Fiscal Year 2026, after the same was presented before the Council of Oman.
Article 1 ratifies the state’s General Budget for Fiscal Year 2026 according to the tables/schedules attached to this decree.
Article 2 instructs all units of the state’s administrative apparatus and other public legal entities to implement the provisions of this decree, each within the scope of its prerogatives.
Article 3 states that this decree will be published in the Official Gazette and enforced from the first day of January 2026.
