The Department of Homeland Security alleged that Alex Jeffrey Pretti had planned an attack on law enforcement

Alex Jeffrey Pretti, a man fatally shot by US Border Patrol agents in Minneapolis, was armed and had apparently planned to inflict maximum harm on law enforcement personnel, the Department of Homeland Security (DHS) has alleged.

Pretti, an intensive care nurse at the Department of Veterans Affairs and a US citizen, was killed during an altercation with federal agents on Saturday. The DHS said he was carrying a 9 mm semi-automatic handgun and two magazines and had no identification.

“This looks like a situation where an individual wanted to do maximum damage and massacre law enforcement,” the DHS said. The DHS published a photo of a gun and a magazine it said Pretti brought with him. 

Border Patrol chief Greg Bovino said the agents fired “defensive shots” after Pretti “violently resisted” attempts to disarm him.

According to Bovino, the agents were conducting an operation to apprehend an unrelated illegal migrant when Pretti approached them. The DHS said about 200 “rioters” later arrived at the scene and obstructed immigration officials.

A new, disturbing video from the scene shows Pretti, apparently holding his phone, approaching an agent who had just shoved a bystander into the snow. The agent pepper-sprays Pretti and grabs his hand. Several more agents intervene and pin Pretti to the ground, after which shots are heard.

In a statement to CNN later on Saturday, Pretti’s family said he was “clearly not holding a gun” when confronted by agents. “He has his phone in his right hand and his empty left hand is raised above his head while trying to protect the woman ICE just pushed down, all while being pepper-sprayed,” the family said.

Minneapolis Mayor Jacob Frey blamed the federal agents for the shooting and called on President Donald Trump to withdraw them from the city.

“If the goal was to achieve peace and safety, this is doing exactly the opposite,” Frey said at a news conference, urging the administration to end the federal operation and remove the officers. “The invasion of these heavily armed masked agents roaming around on our streets, emboldened with a sense of impunity, it has to end,” he added.

Governor Tim Walz condemned what he called a “federal occupation” of Minnesota and said state authorities should lead the investigation into the incident.
