Over 200,000 job seekers employed since 2021: Baawain

Muscat – The number of registered job seekers in Oman stood at 73,319 in October 2025, while more than 200,000 people secured employment between 2021 and October 2025, the Minister of Labour told Majlis A’Shura on Wednesday.

H E Dr Mahad bin Saeed Baawain outlined the ministry’s policies, programmes and legislative efforts under the 10th Five-Year Plan.

He said the ministry has focused on developing executive policies and programmes aimed at generating sustainable employment, strengthening workforce stability and supporting localisation across key sectors.

As part of its digital transformation, the ministry has established a national workforce database electronically linked with relevant entities. The system, he said, supports labour market planning and helps anticipate future workforce needs.

H E Baawain said 16 strategic programmes have been implemented under the Five-Year Plan, covering education and national capabilities, labour market and employment, and governance of state administration. He added that funding for private sector employment support programmes was doubled from RO50mn to RO100mn.

Under the wage support initiative, 15,000 job opportunities were allocated for new entrants to the labour market for a two-year period, with government support starting at RO200 per month. Employers are required to cover the remaining agreed wage, while employment contracts must match the duration of the support.

Between 2021 and October 2025, training-for-employment programmes provided 50,925 opportunities linked to jobs, with 133 training programmes approved. During the same period, 25,143 labour complaints were resolved, including 10,197 settled through initiatives to improve labour-related judicial procedures.

The minister said the Tawteen platform, launched in 2024, has registered 3,535 establishments and published 2,089 job announcements offering 10,122 vacancies. More than 173,000 users have registered on the platform to compete for available jobs.

H E Baawain added that 67 entities have benefited from the Marsad labour market data platform, while the Khuta platform recorded more than 40,000 registered users by the end of October 2025, offering academic programmes, professional certifications and training courses.

According to the minister, employment initiatives benefited 8,273 individuals and 95 public and private entities. Among than 200,000 job opportunities provided between 2021 and October 2025, 68,033 were in the public sector, 81,114 in the private sector and 50,925 linked to training and employment programmes.

H E Baawain said around 1,380 establishments benefited from the wage support initiative for workers in the private sector during the period, resulting in hiring of 4,610 Omanis. He added that 5,868 job replacement opportunities were offered in the government sector between 2021 and 2025.

He informed that 27,229 people benefited from the job security system between 2020 and 2024, with 10,387 returning to the labour market.
