SAI creates new directorate to bolster integrity, accountability

Muscat – The State Audit Institution (SAI) has established a new office called Directorate General for Integrity and Anti-Corruption, reinforcing Oman’s institutional framework for transparency and accountability.

Sheikh Ghosn bin Hilal al Alawi, Chairman of SAI, issued Decision No 115/2025 creating the directorate, which will report directly to the head of the institution.

According to the decision, the new directorate will be supported by four departments overseeing planning and development, administrative and financial affairs, legal matters, and the supervision of defence and security units.

The move aligns with national directives aimed at enhancing integrity, combating corruption and consolidating accountability within the state’s administrative and financial system. The directorate will operate under the direct authority of the chairman of SAI.

The directorate will monitor the sultanate’s national, regional and international commitments related to integrity and anti-corruption, ensure compliance with relevant agreements and conventions, and oversee implementation of the National Integrity Plan across government entities.

Its mandate includes receiving and examining complaints and reports concerning financial and administrative violations, negligence in public duty, and actions that may compromise public funds.

Establishment of the directorate underscores Oman’s continued commitment to enhancing governance standards and aligning oversight mechanisms with international best practices.

Additionally, SAI has announced the launch of the second edition of a research competition on integrity protection and combating corruption in coordination with the GCC Secretariat General and relevant oversight bodies.

Titled ‘Combating Corruption through Non-Judicial Means: A Theoretical Comparison and Practical Experiences’, the competition aims to encourage academic and applied research that enhances integrity systems across GCC states.

The competition is open to GCC citizens, individually or jointly. Submissions must meet recognised academic standards, written in Arabic and adhere to approved research methodology. Papers should not exceed 50 pages and must be submitted electronically by June 30, 2026.

Cash prizes will be awarded – SR55,000 for first place, SR45,000 for second and SR35,000 for third – in line with regulations for the GCC Excellence Award in Integrity and Anti-Corruption.
