When the van allegedly failed to stop, police started a chase, but stopped it due to safety concerns.
Police then found the passenger of the van on King Street in Parramatta.
The 30-year-old woman was uninjured.
The van was eventually stopped on James Ruse Drive in Rosehill.
The alleged driver, a 48-year-old woman, was arrested and taken to Granville Police Station.
She was charged with two counts of taking and driving conveyance without the consent of the owner, taking/detaining a person with the intent to obtain advantage to cause actual bodily harm, and police pursuit - not stop - driving dangerously.
Police allege the woman stole a second vehicle outside a hospital in Kingswood before stealing the van.
She was refused bail to appear before Parramatta Local Court tomorrow.
