After a week of clashes between federal agents and protestors, a senior law enforcement official and a person familiar with the matter tell NBC News that the Justice Department is investigating Gov. Tim Walz and Minneapolis Mayor Jacob Frey under the theory they conspired to impede federal immigration agents through their public comments about the immigration crackdown.
