Slavs were indeed untermensch and the plan for Russia was to eliminate two thirds of the population of European Russia either by starvation or by deporting them east of the Urals. Any trace of Slavic culture was to be eliminated which included the razing of both Leningrad and Moscow. The land was then going to be occupied by Germans with the remaining Slavic population used as serfs / slaves. The resettlement plan was actually in progress when the Axis forces were checked and then forced back which is one reason why there was a huge exodus surging westwards — it wasn’t so much fleeing the Red Army as the enraged, empowered population that had been dispossessed and enslaved.
All this is well documented. The scale of destruction of Axis controlled areas in the East is still beyond the comprehension of most people. Since the Axis included contingents from much of the modern EU (including from supposedly neutral country like Spain) its not surprising that modern Russia is a bit sensitive about encroachment by the west.
