Mayor Nkosindiphile Xhakaza’s reshuffled mayoral committee now includes ActionSA’s Xolani Khumalo, marking the party’s presence in the City of Ekurhuleni’s executive.
The announcement, issued in a late-night statement on Tuesday, confirms that the new composition took effect on 17 February 2026.
Consultations with coalition partners
Xhakaza said he implemented the changes after extensive consultations with multi-party organisations represented in Council.
These consultations involved thirteen of the sixteen political parties.
He stated that an agreed Ekurhuleni Governance Framework now guides the work of the executive.
According to Xhakaza, the framework aims to strengthen a sustainable Ekurhuleni Government of Local Unity (EGLU) and promote stability within the coalition arrangement.
Principles of the governance framework and mayoral committee
Xhakaza explained that the governance framework rests on a common minimum programme focused on measurable service delivery and development targets.
He said coalition partners must commit to shared values, including stability, accountability, ethics, integrity, community participation, good governance, and respect for the Constitution and the rule of law.
The framework also emphasises social justice, equity, human dignity, non-racialism, and non-sexism.
He added that the governance model prioritises cohesion, stability, and a people-centred approach to government, with a strong focus on responsive service delivery.
New mayoral committee members
Xhakaza unveiled the city’s new executive structure:
- Metro Utilities (Trading) Services: Cllr Jean Sthato
- Metro Operations and Maintenance: Cllr Nomadlozi Nkosi
- Human Settlements: Cllr Leshaka Manamela
- Development Planning and Real Estate: Cllr Dino Peterson
- Roads and Transport: Cllr Lindiwe Mnguni
- Community Services and By-Law Enforcement: Cllr Xolani Khumalo
- Community Safety: Cllr Mzayifani Ngwenya
- Corporate Shared Services: Cllr Siphumule Ntombela
- Infrastructure and Economic Development Agency (EDA): Cllr Thembi Msane
- Finance and Strategy: Cllr Jongizizwe Dlabathi
The newly appointed Members of the Mayoral Committee (MMCs) will be sworn in on Wednesday at the OR Tambo Government Precinct, Mayor’s Parlour.
