Muscat – The Ministry of Social Development (MoSD) has launched a new awareness campaign aimed at curbing begging, illegal fundraising and online donation scams, as part of broader efforts to regulate charitable work and protect the community from financial exploitation.

The campaign, which starts before Ramadan when there is an increase in donations and begging, seeks to promote a culture of organised and transparent charitable giving while ensuring that donations reach legitimate beneficiaries through officially approved channels. It also raises public awareness on the risks of responding to unknown requests for money, particularly those circulated via text messages and social media platforms.

MoSD said the regulatory framework governing public fundraising requires prior authorisation. Entities wishing to collect donations must submit an application to the ministry at least 15 working days before the proposed date, specifying the fundraising period, locations and the percentage allocated to administrative and operational expenses.

Applications that meet all requirements are processed within a period not exceeding ten working days, the ministry added.

It stressed that individuals are prohibited from collecting or advertising donations in a personal capacity. Fundraising is limited to licensed entities, including registered charitable associations, social development committees and approved volunteer teams, to ensure transparency and proper governance of charitable activities.

The ministry urged members of the public to verify donation requests and refrain from transferring funds except through official channels. The public is also encouraged to report suspicious activities related to fundraising or begging.

MoSD noted that these efforts are part of an integrated strategy to safeguard society against fraud and to enhance safe and responsible giving practices.
